  Procedure for Birth Registration

The applicants have to apply for a Birth Registration Certificate to the Howrah Municipal Corporation to obtain it. The procedures for obtaining the birth certificate is given below:

Presently all certificates of birth in the Howrah Hospital and all Hospitals/Nursing Homes in the Added areas of HMC (wards 45-50) are obtainable from the Head Office at 4, M.G. Road, Howrah - 711101. The other birth certificates may be obtained from the respective Borough Offices.

2. If it is registered after one year with District Registrar  permission, one copy of certificate is also given free of cost at the point of registration unit



                                  Procedure for Death Registration

Death Registration can be done in the following ways:

1. Direct registration at Burning Ghats and Burial Grounds at the time of cremation.

2. Special cases are registered at the Central Office within one year.

3. After one year, cases are registered with the permission accorded from the District Magistrate.

Work of the Sanitary Department

1. Inspection of Factory & Realisation of permission fees U/S 191 HMC Act. (Also for new cases)

2. Realisation of Food License U/R 50 PFA Act. (Also for new cases)

3. Complain regarding any type of nuisance (Privy & Industries also) and also taking action under HMC Act 1980 for vialosation  of requisitie.

4. Drive against carry bag, plastic cups & cut food, etc.

5. Round inspection regarding Complain Cases.


Vector Control

Vector control programme is implemented through Borough Chairperson's and to spray larvicial oil in different wards.

Health Care Services

This Corporation is having eleven (11) I.P.P.-VIII Units and two (2) C.U.D.P. - III units to provide health care services to the beneficiaries of Low Socio-Economic status. Each Unit has one Health Administrative Unit (H.A.U.) which have 4 to 8 sub-centres according to population. There are average 5 Honorary Health Workers (H.H.W.) in each sub-centre. There is one First Tier Supervisor (F.T.S.) in each sub-centre. In I.P.P. - VIII Health Programme there are two part-time Medical Officer (P.T.M.O.) and two part-time Second Tier Supervisor (S.T.S.) and one part time Clerk-cum-Store-Keeper, one sweeper and two attendants in H.A.U.
C.U.D.P. - III Health Programme was started within this Corporation's area in 1987 to improve maternal and child health status as well as to reduce mortality and morbidity among the women and children.

I.P.P. - VIII Health Programme was started in 1994 with the objectives:
1. To improve Health status of mother and children.
2. To reduce fertility among target population.
3. Upliftment of women beneficiaries through self employment.

                                                                   JANONI SUROKSHA YOJONA

Janoni Suroksha Yojona is a centrally sponsored scheme by the Govt. of India under National Rural Health Mission to be implemented under R.C.H-II for urban and rural areas.

Objectives:

1. To reduce over all Maternal Mortality rate and,
2. To increase Institutional deliveries in B.P.L. families.

Target Beneficiary:

1. All B.P.L. pregnant women who are 19th years and above in ages are eligible for this scheme up to two live births.
2. Those women who hold a B.P.L card or B.P.L Ration card or enlisted under Annapurna/Antyodaya Yojona or pavement dwellers are entitled for this scheme.

3. Those certified as B.P.L. by the concerned councilor/M.L.A/M.P are also entitled.

4. S.C. & S.T pregnant women belonging A.P.L. category are eligible for scheme with production or documents of proof. 

Scale of benefits :

All pregnant women eligible for J.S.Y will receive Rs 500/-.

Additional benefits of Rs. 100/- will be given to these women, if delivery takes place in any Government /Municipal Health facility on production of discharge certificate.
 
 J.S.Y programme is being implemented from November, 2006 within this corporation area.
