Property Tax

Every rate payer of Howrah Municipal Corporation has to pay property tax to the Howrah Municipal Corporation after receiving bills.
Property Tax Bills are generally published in the middle of May to end of December indicating year, quarter, due dates and amount to be paid including arrears if any.

Service of Property Tax Bill

Property Tax Bill is ususally sent by courier to every owner/occupier of the holdings. 

Collection of Property Tax

Property tax is usually collected at the computerised collection centre located at Head Quarter of Howrah Municipal Corporation at 4, Mahatma Gandhi Road, Howrah - 711 101.
A rebate of maximum 5% is allowed to rate payers if it is paid within due date. No rebate allowed if paid after due date.

How do you get a Duplicate Bill ?

The respective owner/occupier of the premises can apply in the format given here and submit it to Howrah Municipal Corporation. The following format may be used for applying a duplicate bill.




Mode of Payment of Property Tax Bill Including Arrears

Minimum one installment of the current bill plus one arrear if any must be paid at a time.

Payment of property tax is accepted either by cash or payorder/demand draft/Banker's cheque drawn in favour of the Howrah Municipal Corporation.

Tax Clearance Certificate 

In case of getting tax clearance certificate, the rate payers may apply in plain paper with last tax bill and payment receipt to The Collector, Howrah Municipal Corporation, 4, Mahatma Gandhi Road, Howrah - 711 101. The contact number of the Collector is 2638-3211/12/13 (Extn. 255/254).
A Tax Clearance Certificate is essential during submission of a building plan proposal, mutation, seperation and amalgamation and house water connection from H.M.C. supply mains.


Punishment

An interest and penalty will be imposed @ 15% per annum in the bill for the next year and onwards if property tax is not paid within 30 days from due date under provision of H.M.C. Act, 1980.

A demand notice is generally issued to defaulters asking them to pay property tax with all arrears including municipality period, i.e. second quarter of 1984, if any within 30 days.

Attachment notice / Distress Warrant will be issued either to owner/occupier of the holding if they fail to deposit property tax after the stipulated time and date is over.

House water connection will be disconnected if property tax is not paid after the stipulated date is over.

Howrah Municipal Corporation Authority has the right to sell any property where the warrant is not in the meantime suspended, the property seized shall after the expiry of the period mentioned in the notice, be sold by public auction as per provision of HMC ACT, 1980.

Procedure to be followed for lodging grievances and its re-dressal

Any complaint may be lodged by any rate payer in written form addressing either to The Mayor/ Member, Mayor-in-Council(Collection) / Commissioner / Collector at 4, Mahatma Gandhi Road, Howrah - 711 101.
